Personal protective equipment (PPE) is any device worn by a worker to reduce exposure to a hazard that cannot be eliminated at source — respirators, gloves, safety glasses, hearing protectors, hard hats, safety footwear, harnesses, coveralls and hi-vis workwear. PPE acts on the person, not on the hazard, and only works while it is being worn correctly. That is why occupational safety practice places it last, after everything that removes the hazard itself:
Reading the order backwards is the most common mistake in a safety programme: buying respirators instead of fixing extraction, or harnesses instead of installing a guardrail. PPE is a complement, never a substitute.
The clearest way to organise a PPE programme is by exposure. This table maps each hazard to the body region at risk, the equipment that answers it and the reference standard that certifies it:

A marking on the product is what turns a garment into certified protective equipment. These are the families of standards you will find on the items distributed in Venezuela:

Ask for the datasheet and the factory certificate of every certified item and check that the marking on the product matches the manufacturer documentation. Counterfeit respirators and uncertified "dielectric" gloves circulate in the market, and the marking is the first thing a copy gets wrong.

PPE acts on the person, not on the hazard, which is why it sits last in the hierarchy of controls and only works when the item is certified, correctly selected for the specific hazard, correctly sized and actually worn.
PPE is normally grouped by the body region it protects and the hazard it answers: respiratory protection for dust, fumes, vapours and gases; hand protection for cuts, abrasion, chemicals and heat; dielectric gloves for electrical contact; eye and face protection for impact, splash and radiation; hearing protection for noise; head protection for falling objects and electrical contact; safety footwear for impact, puncture and slip; fall protection for work at height; flame-resistant coveralls for flash fire and arc flash; and hi-vis workwear for being struck by vehicles or plant.
Venezuelan industry works with COVENIN national standards together with the international standards that manufacturers actually certify to: ANSI and ISEA in the United States (Z87.1 for eye protection, Z89.1 for hard hats, Z359 for fall protection, ISEA 105 for cut resistance), NIOSH for respirator approval (N95, P100), ASTM for footwear (F2413) and insulating gloves (D120), IEC 60903 for dielectric gloves, NFPA 2112 and 70E for flame-resistant clothing and arc flash, and EN standards on European-sourced items.
Start from a hazard assessment of the task, not from a product catalogue. For each job position list the real exposures (airborne contaminant and its concentration, voltage, working height, noise level in dB, chemical agent, flash-fire or arc-flash risk, mechanical hazards), then match each exposure to the protection class that answers it, for example the dielectric glove class for the working voltage or the respirator cartridge for the specific contaminant. The result is a PPE matrix per position rather than a generic list.
Collective protection acts on the hazard or the workplace and protects everyone exposed: local exhaust ventilation, machine guarding, guardrails, lockout and tagout, acoustic enclosures. PPE acts on one individual and only while it is worn correctly. Good practice is to apply elimination, substitution, engineering controls and administrative controls first, and to use PPE for the residual risk that remains.
The internationally certified brands most present in the Venezuelan market include 3M and Moldex in respiratory and hearing protection, Ansell and Showa in hand protection, Radians in eye protection, Bullard in head protection, Dunlop, Hazmax and SteelPro in safety footwear, Golden Eagle in fall protection, and DuPont with Nomex and Tyvek in flame-resistant and chemical clothing, plus Respirex and Westland in chemical protection. Counterfeits circulate, so verify standard markings and factory certificates against the manufacturer documentation.
Service life depends on the item and on exposure rather than on a single fixed date. Filtering facepiece respirators are consumables; cartridges are replaced by change schedule or when breakthrough is detected; dielectric gloves are visually inspected before every use and electrically retested about every six months; harnesses and lanyards are inspected before each use and withdrawn immediately after arresting a fall; hard hats and safety glasses are replaced after any significant impact. Manufacturer instructions and the shelf-life marking always take precedence.
